York Government Hub Given Planning Green Light

A bold new chapter in York’s development is underway with the construction of the York government hub – a landmark project set to bring public sector services, economic opportunity, and green regeneration to the heart of the city. Backed by a coalition of national and local government bodies, Network Rail, and private partners, the development forms part of the ambitious York Central scheme. This makes it one of the largest regeneration projects in the UK.

A Landmark for York’s Communities

For residents across York and the wider region, the new government hub promises more than just a new workplace. It will create hundreds of civil service roles in the city, enabling people to access public sector careers without needing to relocate. The hub will also improve access to key services, streamline government operations, and support York’s goal of becoming a more connected, inclusive city.

The surrounding area will be designed to make it easier for residents to travel through and enjoy the restored space. With new housing, open spaces, and improved transport links nearby, the benefits of the hub will extend well beyond its walls.

Leading with Sustainability

Sustainability is a priority for the regeneration of the York government hub. The building will incorporate:

  • Solar panels
  • Greenhouse roofing
  • Planted pedestrian area
  • Air source heat pumps
  • 230 Cycle spaces

Supporting York’s ambition to become a net-zero by 2030.

The hub will be located within a walkable, transit-oriented development that prioritises public transport over car use. These features are designed to reduce environmental impact while supporting a healthier, more sustainable way of living and working.

From Brownfield to Beacon

Once the largest brownfield site in the country, York Central will be transformed into a vibrant new district, blending the rich heritage of York with modern infrastructure.

The York government hub will be the centre of this transformation, the beginning of many future developments. Acting as a catalyst for social value and growth in the city of York, the hub will continue to respect and reflect the historic qualities of York, while bringing a fresh, modern, and contemporary approach to preserving the character that makes York unique.

"Creating high quality workspace is fundamental to the future success of York Central. Having attracted the GPA, it is great to have reached this important planning milestone ahead of seeing a new workforce bring this regeneration scheme to life.” York Central is one of the largest brownfield sites in the UK. The scheme is being brought forward by a collaborative partnership between Network Rail, Homes England, the City of York Council and the National Railway Museum. It will be developed by private sector partners McLaren Property and Arlington Real Estate."

Economic Growth and Opportunity

The York government hub is expected to bring a regional boost to the city’s economy. With the hub housing up to 2,600 civil servants, the project presents an exciting opportunity for the Government to invest in local infrastructure, benefiting the local community.

The development will help attract additional investment, encouraging businesses and institutions to establish a presence in York. Local businesses, service industries and hospitality retailers will benefit from increased footfall in the area.

Timeline and Delivery

The York government hub has now received full planning permission, with construction expected to begin shortly. The project will be delivered in phases – aligned with the broader York Central masterplan.

2024–2025: Site preparation and infrastructure works
2025–2026: Main construction phase begins
2027: Anticipated completion and occupation of the government hub

Delivery partners include Homes England, Network Rail, City of York Council, and the Department for Levelling Up, Housing and Communities.

Building a Sustainable Future for York

The York government hub represents a major step forward for the city, offering opportunities to incorporate civic and community uses within a modern and contemporary design. The hub will be a major step for York, which will act not only as a government workplace but as a symbol of renewal, ambition, and long-term civic value.
